Abstract

This article aims to discuss the challenges faced by local governments for the implementation of electronic government (e-gov) supported by its three pillars: information, service and participation. Therefore, it makes a rescue in the literature where it presents the conceptual aspects of each of the pillars as a way to identify the challenges for its implementation. The results indicate that governments still face important challenges for the implementation of e-gov, such as technological infrastructure, internal structure, scarce budgetary and human resources, literacy and digital exclusion. Despite, e-gov has ceased to be a tool for reducing bureaucracy to become a management model that aims to meet society's desires for more efficient management, supported by information technologies, where the population can participate in government decisions and monitor its actions. It concludes there is an interdependent relationship between its pillars, without preventing each one from being developed individually.
