Abstract

The article analyzes the open government policy implemented in Uruguay and in particular one of the initiatives supported in the application of digital technologies. The selected case is examined in the historical context of the country and in its relationship with the digital development achieved, to know how citizen participation mediated by ICT represents innovative practices that reinforce and promote the principles raised in the open government approach. In this framework, the factors that favor the link between public policies and the interests of citizens incorporated into the use of digital technologies are considered, analyzing statistical data, policy documents and interviews with policy actors and key informants. The experience addressed, the A Tu Servicio project, is an example of the elaboration of an application generated by the convergent action between a civil society organization and the State, through which tools have been produced for accessing data of common interest and new ways of linking citizenship with the public sector have been generated. The work concludes by valuing the importance in the country of the processes of co-construction of knowledge in the elaboration of policies and the incorporation of digital technologies in the management of the demand on public services.
